About

Devin Lynch joins the Paladin Global Institute from the Office of the National Cyber Director (ONCD), Executive Office of the President, where he was a Director for Implementation and Assessment. In this role, he wrote the National Cybersecurity Strategy Implementation Plan (Versions 1 and 2), led the interagency coordination group dedicated to implementing the National Cybersecurity Strategy, and tracked Federal completion thereto.

He joined ONCD in December 2022 as a Director for Supply Chain and Technology Security after leading the government affairs work at a startup technology company focused on supply chain risk management. Before that, he served in several roles in government including as a Professional Staff Member of the U.S. House of Representatives Committee on Homeland Security, a Legislative Aide in the Office of Senator Barbara Mikulski (MD), and policy and legislative affairs roles at the Departments of Defense and Homeland Security.

Devin holds a B.A. from the University of Maryland at College Park and an M.P.P. from Georgetown University. He enlisted in the U.S. Navy Reserve in 2005 and is an Intelligence Officer assigned to the Chief of Naval Operations’ OPNAV N2N6 office at the Pentagon. He is a veteran of the conflicts in Iraq and Afghanistan.
