Lynch joins Paladin Global Institute from White House Office of the National Cyber Director

Washington, D.C. – Today, Paladin Capital Group, the multi-stage investor specializing in cyber, AI, and advanced technology, announced that cybersecurity and national security policy expert Devin Lynch has joined the Paladin Global Institute as its Senior Director. Lynch most recently served as the Director for Implementation and Assessment at the Office of the National Cyber Director (ONCD), Executive Office of the President.

The Paladin Global Institute and its experts lead a global effort to protect the world’s critical infrastructure from cyber threats through fostering cyber innovation and investment, providing recommendations and analyses to business and government leaders, and building partnerships to enhance the safety of the online environment worldwide.

Lynch will be responsible for designing and managing deep tech research and initiatives, presenting the findings of that research at events and to policymakers, and advocating for enhanced cybersecurity in academic papers, policy briefs, and opinion editorials, among other responsibilities.

Lynch joined ONCD in December 2022 as a Director for Supply Chain and Technology Security. In this role, he wrote the National Cybersecurity Strategy Implementation Plan (Versions One and Two), led the interagency coordination group dedicated to implementing the National Cybersecurity Strategy, and tracked Federal completion. Prior to ONCD, Lynch led government affairs work at SecurityScorecard, a startup technology company focused on supply chain risk management.  Lynch has also served in several government roles, including within the U.S. House of Representatives Committee on Homeland Security and the Departments of Defense and Homeland Security.

Lynch holds a B.A. from the University of Maryland at College Park and an M.P.P. from Georgetown University.  He is in the U.S. Navy Reserves and is a veteran of the conflicts in Iraq and Afghanistan.
